Description

In response to COVID19, intensive critical care teams have worked collaboratively to deliver local, regional and national mutual aid and support, which enabled delivery of safe critical care services across the country. This model was seen as one of the success stories of collegiate ways of working during the pandemic. Part of this success was the setting up of an interim ACC transfer service to aid load levelling. Even though cases are reducing it is recognised, both nationally and regionally, that there is a lasting need to have a dedicated critical care transfer service to ensure patient safety and efficient running of critical care units. In response to this a national service specification has been drafted.

Total Quantity or Scope

In the East of England we are now exploring how to establish this service in a phased approach from 1 December 2021. The model of the service will be a stand-alone service with its own decision making/governance and branding, hosted by an NHS organisation. More information on the hosting is at Appendix One, located at https://uk.eu-supply.com/login.asp?B=AGCSU&target=&timeout= The staffing levels have been nationally set with some local adjustments. It is envisaged that the staffing will be a combination of directly employed staff and resources gained through honorary contracts. There will be a hosting fee available which should represent best value, this has yet to be decided but is likely to be a flat fee rather than a percentage of the value. We are now canvassing for initial expressions of interest to provide the hosting of this service. We are hoping that we will be able to agree a single host through collaborative discussions, rather than a competitive process due to the pressing timescales. we should therefore be grateful if you would email me direct on judebowler@nhs.net by 5.00pm on Friday 30 April 2021, if your Trust is interesting in hosting this vital service – at this stage this is just an initial expression and so we do not require any further information and you may withdraw your interest at any time. It is the intention to then arrange a call with the interested Trusts, with the Clinical Lead(s) - Dr Anne Booth (anne.booth2@nhs.net) and/or Dr Alistair Steel (alistair.steel@nhs.net) and commissioning colleagues by 7 May 2021. The next stage is to potentially follow up with a virtual meeting with all interested Trusts in the following week. Dates and times will be confirmed nearer the time. If you have any queries on the service, then please do contact the clinical leads, or if you have a query around the contracting, funding arrangements or other areas, then please contact Jude Bowler (judebowler@nhs.net). We should be grateful if you would confirm receipt of this letter. Just to alert Providers, that a Prior Information Notice (PIN) will also be published to the market through Contracts Finder and Find a Tender Service – links are provided below. https://www.contractsfinder.service.gov.uk/Search https://www.tendersdirect.co.uk/ Many thanks and we look forward to hearing from you. Additional information: Appendix One is located at https://uk.eu-supply.com/login.asp?B=AGCSU&target=&timeout= Providers will be required to create an account to access the document.
