Description

This service is to provide the upgrade of existing operator interface and integration software and hardware for the council's CCTV control room. The current software and hardware system provides interfaces to multiple systems via a common presentation (Graphical User Interface or GUI) to CCTV Operators. It also provides connectivity to third party users such as the Police and TfL as well offering an audit trail for all activities undertaken by the CCTV Operators. Changes in both technology and processing demand now require the current system to be upgraded to provide a up to date capability with the ability to interface with differing systems and major third-party users. There is a requirement for the upgraded system to continue to seamlessly integrate and continue to operate legacy systems as well as providing an interface to TfL’s new operating system, of which Synectics Systems Group is the provider.

Legal Justification

This award is lawful in accordance with regulation 32(2)(b)(II) because competition is absent for technical reasons. The Council operates an analogue CCTV system which will be replaced when it moves to its new premises. The Economic Operator is the only company that can provide the the upgrade of the existing operator interface and integration software and hardware for the council's CCTV control room. The contract will be awarded for 5 months.
