Derby City Council run a fleet of 550 commercial vehicles and circa 130 vehicles for Derby Homes and possesses 450 items of plant and equipment. All of the vehicle assets require to be tracked in the event of theft, the need to access tracking data to deal with customer complaints/concerns and for insurance purposes.

Legal Justification

The VEAT notice is required to allow for a continuation of licences currently held by the council. This is supported by point 32 (2)(b)(iii) of the Public Contract Regs 2015 32(2)(b)(iii) - The negotiated procedure without prior publication may be used of Public Works Contracts, public supply contracts and public service contracts in any of the following cases:- iii) The protection of exclusive rights, including intellectual property rights.
