Total Quantity or Scope
DE&S requires a robust Independent Review Body (IRB) for inherent OME safety as a component of the MOD’s assurance regime. This requires assurance of inherent OME safety which shall be provided through the independent peer review of documentary evidence undertaken by an OSRP (OME Safety Review Panels).

Legal Justification
Defence Equipment and Support, Weapons Engineering Pillar (Eng Pillar), part of the UK Ministry of Defence, intends to award a 18-month contract, with the option to extend 1 additional year, to Frazer-Nash Consultancy Ltd (FNC Ltd) for the provision of Specialist Support for OME Safety Review Panels (OSRP) and an Online Training uplift in line with Certification. The Contract is to be placed with FNC Ltd as they are the only supplier with the pre-requisite knowledge, experience and delegated Authority to conduct an OSRP Panel on behalf of the Eng Pillar. The Contractor is required to have the following specific knowledge: i. Extensive experience in the OSRP Process and its application for wider Defence assurance and articulation of limitations and Provisions. ii. Recent experience in conducting OSRP including sufficient Chairs Letters of Delegation (LODs). iii. Extensive knowledge of MoD DSA 03.OME Part 1 Chapter 13. iv. Ability to access compliance with DSA 02.OME to comply with the Defence Ordnance Safety Regulator Regulations. v. Capability to maintain and develop the existing OSRP training Version 1.1. vi. Extensive knowledge of the technical and safety implications of conducting an OSRP panel. It is considered that the Contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons.
