Total Quantity or Scope

The procurement of the mRNA-1273 vaccine. Additional information: Information on contract value is being withheld due to commercial sensitivity under Regulation 50(6)(b) and (c) as the publication of the price may enable competitors to calculate cost per dose. This will (i) commercially prejudice the supplier in its ongoing negotiations with other national governments; (ii) commercially prejudice the contracting authority in its ongoing negotiations with other vaccine vendors and (iii) impact fair competition between vaccine vendors . Contract end date is being withheld on grounds that release of the information would be contrary to public interest under Regulation 50(6)(a). The contract end date is variable based on production and delivery of the requirement. There are significant challenges to overcome and the end date may not be a true reflection, setting unrealistic expectation for the public and in the market. Provision of the contract term may provide valuable information to competitors that may impact negotiations or future competition in the market. Sub-contractor details are being withheld on grounds that release of the information would be contrary to public interest under Regulation 50(6)(a). This information is very sensitive given potential for targeting and disruption of the activities at the facilities which would be contrary to public interest as these activities are critical to success and delivery of the requirement. Legal Justification

The award of the contract to Moderna is strictly necessary for unforeseeable reasons of extreme urgency; i.e. the urgent requirement to find a viable vaccine to end the Covid-19 pandemic (Regulation 32(2)(c)).
