Description

A Contract for the provision of a suite of tools that provides data on scope, schedule, budget, actual costs, risk, cost estimates, and resources. The suite of tools provided include; Project Controls Reporting System (PMRS), Risk Management Database (RMD), Asset Management Database (AMD), Governance Management System (GMS), Change Control Database (CCD), and Assumptions Database (ASD). These are used to support and report on the DSRL portfolio. The IT Roadmap for DSRL is to phase out these services and replace these services by 2025.

Legal Justification

The award of this Contract without prior publication is lawful under Regulation 32 of the Public Contracts Regulations 2015. Namely, Regulation 32 (2) (b) (iii) which permits such a Contract to be awarded on the grounds that the services can be supplied only by a particular economic operator due to the protection of exlcusive rights, including intellectual property rights.
