Legal Justification

Refurbishment of building to a shell and core and Cat A standard, reconstruction of circulation core to make it compliant with current regulations including new DDA compliant and fire fighting lift. Construction of new office floor with roof terrace on top of existing roof. Full replacement of services. The scope of this option is substantially more than Refurbishment of building including full replacement of services, the costs of which were reported in the previous report (CS 031/20 March 20), because of rebuilding the non-compliant core and constructing a new floor at roof level. This has led to an increase in the cost of the project including additional fees, however investment analysis shows that this option provides the highest rent and best return Project delays and contract increases due to COVID-19.
