Description
Enabling Environment principles are a core part of Approved Premises practice. They have been in place since 2014, and have become the cornerstone of performance measurement and governance. This need has also been captured in the IAP contracts. As such they both inform front line delivery and provide an internal performance benchmark.
Total Quantity or Scope
The Enabling Environments standards are now the agreed parameters for effective practice performance delivery throughout the Approved and Independent Approved Premises (IAP). They underpin staff engagement, environmental construction and offender relationships. As such they inform front line delivery aswell as providing a performance benchmark. The Royal College of Psychiatrists (RCP) currently deliver this service and are the sole market provider as they created and manage the framework of standards.

Legal Justification
This requirement was direct awarded as The RCP created the Enabling Environments standards framework and therefore are the only supplier who can deliver the official training and support for this. It is written in the contracts between the independent approved premises and the probation service that staff must work towards the Enabling Environments award.
