Awarded using ESPO Strategic HR Services Framework Agreement (reference 3S-22, Lot 1c: Executive and Managerial Interim Recruitment, Commercial (Finance, Procurement & Legal). Requirement: Interim Regulatory Policy Analyst (RAPID) The successful candidate will support the work of RAPID. The focus of these roles is to help shape the commercial and regulatory framework to enable the delivery of large-scale strategic water resources environment. The candidate will be part of a dynamic team, bringing thought leadership, regulatory experience and strong analytical skills to help RAPID shape the commercial, regulatory and institutional arrangements that will have a tangible and meaningful impact on society for many generations to come. The candidate will play a critical role in delivering key parts of our regulatory and commercial work programme, leading on policy analysis and advising the senior leadership team. Key deliverables Some of the key areas where the candidate will contribute include: 1. Developing longer-term strategic policy, handling uncertainty and ambiguity, to support the development of wider regulatory and commercial frameworks to deliver large scale multi-party infrastructure development. This includes, but not limited to, the following areas: a. Commercial delivery models for strategic infrastructure; b. Standardised agreements/Industry codes; c. Arrangements for day-to-day operations of shared water supplies, including how water is allocated between buyers of water; d. Encouraging greater interconnectivity to promote resilience; 2. To influence, Inform and engage with Internal and External stakeholders to progress key policy areas. This includes influencing and managing strategic policy relationships with government, regulators, companies and NGOs. 3. Contributing to the continuous improvement of data and insights within the organisation, proactively sharing skills and knowledge. 4. Providing wider support of the RAPID team in delivering its forward programme and the interactions with other Ofwat clusters (primarily Future Assets & Resources and PR24 & beyond).
