Medway Council's head office has been partially closed since October 2023 whilst internal investigations are underway to support a full options appraisal of the RAAC situation. RAAC Consulting Solutions (RCS) was engaged in April 2024 to perform some survey work. As a result of those surveys, the wider remediation may not be as substantial as previously envisaged. To support this consideration and the final options appraisal, further off-site inspections need to be undertaken on samples of the RAAC. The further inspection, inclusive of the temporary remediation whilst those materials are taken offsite, are protected by RCS's IP.

Legal Justification

Medway Council's head office (Gun Wharf) was found to have been constructed with RAAC in October 2023. In early 2024 RAAC Consulting Specialists (RCS) was engaged to conduct some intrusive survey work pertaining to the extent of the RAAC, to consider remedial action, and perform some repair work where necessary; this was Phase 1 of the project that has since been completed. The project has now progressed to Phase 2, which includes further inspection and testing via the removal and testing of RAAC panels, replacement of the RAAC panels removed, the final options appraisal for the remainder of the building, and determination of the wider remediation scheme. All of these elements are interdependent and RCS will be deploying their own proprietary methods to inspect and propose mitigation solutions.
