Description
Requirement: An independent ‘Fresh Eyes’ Review of Government Major Projects Portfolio (GMPP) projects within the Land Domain, analysing existing data and literature to identify strategic priorities and objectives, as well as potential Defence Sector risks.

Requirement: An independent ‘Fresh Eyes’ Review of Government Major Projects Portfolio (GMPP) projects within the Land Domain, analysing existing data and literature and liaising with key stakeholders to identify strategic priorities and objectives, as well as potential Defence Sector risks. The supplier will collaborate with stakeholders from DE&S, Head Office, and Front Line Commands. A report will be produced to summarise the findings. All deliverables to be delivered No Later Than 31 March 2024. Contract duration of 74 days.

Legal Justification
This requirement has been placed as a Call-Off Contract via the Direct Award procedure, through a pre-existing CCS Framework Agreement, which was competed previously. Therefore, this requirement does not have to be competed separately outside of the Framework agreement.

** PREVIEW NOTICE, please check Find a Tender for full details. ** This requirement has been awarded through RM 6187 Lot 3 – Complex and Transformation using the Direct Award procedure. This approach is necessary due to only one supplier having been identified as capable of meeting the requirement of undertaking a deep-dive review of ongoing work programmes and developing strategic priorities and objectives. The successful supplier is required to possess an in-depth knowledge of the Army Portfolio, and extant DE&S, Head Office and Front Line Command Management Information due to the potential impact upon the delivery of DE&S’ strategic aims. The successful supplier is also required to have prior experience of providing this service to the MOD and Front Line Command, and in identifying potential business risks/issues specific to the Defence sector. Therefore, KPMG were identified as the only supplier present within the Management Consultancy Framework Three (MCF3) Lot 3 capable of fulfilling the requirement, meaning that only the Direct Award approach was appropriate in this situation.
