Description
This notice seeks expressions of interest for establishing a Framework Agreement to cover Yorkshire Water's (YWS) requirements for Maintenance, Repair, and Operations (MRO) and Tools. This consolidated framework aims to provide operational and commercial efficiency in procuring critical spares, tools, and consumables, ensuring consistent quality and streamlined supplier management across YWS operations. The initial term of the framework will be three years, with the option to extend for up to four additional years in two occasions (3 + 2 + 2). The total estimated value of the contract (excluding VAT) is £28m, £4m annually. Any estimated values or volumes provided are indicative only. Yorkshire Water reserves the right to adjust its requirements during the framework's duration. YWS reserves the right to cancel or amend this procurement process at its discretion without liability. Securing a place on the framework does not guarantee work. Lot Structure Yorkshire Water anticipates dividing this framework into at least two primary lots: Lot 1: MRO (Maintenance, Repair, and Operations) - Includes mechanical parts, electrical parts, valves, drainage equipment and consumables. - This lot has a total estimated value (excluding VAT) of £25.9m, £3.7m annually. Lot 2: Tools - Includes basic hand tools, power tools, network tools and testing equipment. - This lot has a total estimated value (excluding VAT) of £2.1m, £300k annually. This proposed lot structure is indicative and may be refined during the Invitation to Tender (ITT) stage based on market feedback and Yorkshire Water's operational requirements. Final lot arrangements will be confirmed in the tender documentation issued to qualified suppliers after the Selection Questionnaire (SQ) stage.

MRO & Tools Framework Corrigendum Notice The below changes have been made to the Lotting Structure within this Market Notice (Notice reference: 2024/S 000-040609). Updated Lot Structure Lot Structure Yorkshire Water anticipates dividing this framework into three primary lots, with a total of 23 sublots. Bidders will have the option to bid for any number of sublots with no maximum. Lot 1: MRO (Maintenance, Repair, and Operations) - Sublot 1.1 Mechanical parts - All regions - Sublot 1.1.1 Mechanical parts - East only - Sublot 1.1.2 Mechanical parts - North West only - Sublot 1.2: Electrical parts - All regions - Sublot 1.2.1: Electrical parts - East only - Sublot 1.2.2: Electrical parts - North West only - Sublot 1.3: Valves - All regions - Sublot 1.3.1: Valves - East only - Sublot 1.3.2: Valves - North West only - Sublot 1.4: Consumables - All regions - Sublot 1.4.1: Consumables - East only - Sublot 1.4.2: Consumables - North West only - Sublot 1.5: Drainage equipment - All regions - Sublot 1.5.1: Drainage equipment - East only - Sublot 1.5.2: Drainage equipment - North West only - Sublot 1.6: Building Materials - All regions - Sublot 1.6.1: Building Materials - East only - Sublot 1.6.2: Building Materials - North West only The Goods within the Mechanical sublots include but are not limited to: • Low value asset spares such as pump service kits • Low value assets such as gearbox's & pumps The Goods within the Electrical sublots include but are not limited to: • Low value motors • Low value actuators • Low value VSD's This lot has a total estimated value (excluding VAT) of £25.9m, £3.7m annually. Lot 2: Tools - Sublot 2.1: Basic hand tools - Sublot 2.2: Power tools - Sublot 2.3: Network tools - Sublot 2.4: Testing equipment - Sublot 2.5: Drainage tools This lot has a total estimated value (excluding VAT) of £2.1m, £300k annually. Lot 3: Mechanical Fabrication/Small Repairs The Services within the Mechanical fabrication/small repairs lot include but is not limited to: • Minor/low value machining and workshop work • Minor/low value site work by contractors • Minor welding • Grinding and cutting • Machining/fabrication of low value components/parts This lot has a total estimated value (excluding VAT) of £1.05m, £150k annually. Award Structure This will be a multi-supplier framework - it is anticipated there will be (15-25 suppliers) awarded in total. Due to the significantly large geographical area that Yorkshire Water operate and require these Goods/Services in, it requires a degree of flexibility in the way in which its staff purchase Goods/Services from Suppliers. Therefore, if a Bidder is successful within any one sublot, the Bidder will also be awarded the other sublots they have bid for (subject to meeting the minimum percentage score defined within the Quality and Commercial benchmarks). Please note that Suppliers must participate in this tender process to have an opportunity of being awarded a position on this MRO and Tools framework.
