Description

The London Borough of Barnet is intending to award a contract to Change Grow Live Services Limited (existing provider) for the provision of substance misuse services for children, young people and adults experiencing issues with alcohol and/or drugs. The adults' service is to prevent, deter, treat and recover. The Young People's service is to prevent, deter, educate and build resilience. The London Borough of Barnet is intending to award this contract by following Direct Award Process C (DAP C) of The Health Care Services (Provider Selection Regime) Regulations (PSRRs 2023).

Total Quantity or Scope

The London Borough of Barnet intends to award a contract to Change Grow Live (incumbent provider) for the provision of Integrated Substance Misuse Prevention, Treatment and Recovery Service for Young People and Adults for a five-year period (1st April 2025 to 31st March 2030) in accordance with the Direct Award Process C (DAP C) of the Providers Selection Regime (PSR) (2023). The key criteria used to assess the provider were the following: • quality and innovation • value • integration, collaboration and service sustainability • improving access and reducing health inequalities • social value. An assessment of suitability has been completed and Barnet Public Health are of the view that the existing provider (CGL) is satisfying the existing contract and will likely satisfy the proposed contract to a sufficient standard. We are satisfied that they meet the key criteria above. Declarations and conflicts of interest were assessed, and none were identified. Additional information: This is a Provider Selection Regime intention to award notice. The standstill period begins on the day after the publication of this notice. Any representations by providers must be sent to procurement@barnet.gov.uk by 13/03/2025. The decision for this award was taken under delegated powers (DPR). Legal Justification

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority decision makers by midnight 13 March 2025. Any representations must be sent to procurement@barnet.gov.uk. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
