Description

The service provides accommodation and floating support to people who have achieved abstinence (accommodation support) or still require substance misuse support (floating support). The service enables individuals to build independent living skills so service users can maximise their outcomes and achieve and maintain independent living. The floating support element supports individuals who are still engaged in substance misuse and offers pathways into accommodation and other treatment support services.

Leicester City Council ('the Authority') is intending to award this contract to the existing Provider following Direct Award Process C under NHS Provider Selection Regime 2023 The approximate lifetime value of this contract is £1,164,091.

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. Conflicts of interest identified among the Public Health Consultant, Lead Commissioner and, Contract Manager: 1. The Commissioner has declared a conflict of interest but the Procurement Manager has judged this as mitigated due to the length of time passed. Commissioners carefully evaluated the relative importance of each of the key criteria to ensure a balanced and effective decision-making process. It was determined that all the criteria should be given equal weight, reflecting the necessity of a holistic approach to service delivery. This approach ensures that no single criterion is disproportionately emphasised at the expense of others, ensuring a well-rounded and comprehensive service offer that meets diverse needs. The decision to assign equal weighting was decided by the recognition that each criterion plays a critical role in shaping the overall effectiveness and impact of the service.
