Automatic Number Plate Recognition Enforcement

Manchester City Council intend to set up an Automatic Number Plate Recognition Enforcement Framework through which we can procure our future requirements for enforcement of Bus Lanes, Moving Traffic Offences and Cycle Lanes. The framework will support the purchase of Enforcement Units that can be installed on Street Lighting Columns and are capable of automatically detecting potential contraventions. Sending evidence packs to a central review client to enable the Council's Civil Enforcement Officers is required. Following this, a review of each video clip will be undertaken to support the decision as to whether a contravention has in fact occurred. The council intends to appoint two suppliers to the framework; both of whom will be able to provide a fully functional enforcement system with manufacturers approval issued by the Vehicle Certification Agency that is compatible with our existing Notice Processing System (Taranto). Prior to releasing a specification setting out our requirements for the framework, we intend to undertake a preliminary market engagement exercise.
