Description

NHS Scotland wishes to implement a Framework Agreement for the provision of a National Digital Diabetes Remission Programme for Total Diet Replacement (TDR) products and associated Peripherals as well as c. 1000 behavioural interventions for service users annually across Scotland. The Framework Agreement will be for a 4 year period.

Total Quantity or Scope

NHS Scotland wishes to inform potential Providers of an upcoming procurement for the provision of a National Digital Diabetes Remission Programme. The programme will support eligible individuals with type 2 diabetes in achieving remission through a structured, digitally delivered intervention. It will be delivered in three phases: Total Diet Replacement (TDR): 12–20 weeks Food Reintroduction: 6–12 weeks Weight Loss Maintenance: Up to 12 months This notice is issued for information purposes only in advance of the regulated procurement process taking place. ** PREVIEW NOTICE, please check Find a Tender for full details. ** The Service aims to deliver a Type 2 National Digital Diabetes Remission Programme. Total Diet Replacement (TDR) is expected to be with shakes and soups (delivered directly to a Service Users home). A range of digital services (app-based / online delivery models) are expected to support the Food Re-introduction and Weight Loss Maintenance phases with flexibility to allow service users to repeat stages of the intervention as determined by Healthcare professionals. Digital solutions should allow for the monitoring, recording and reporting of food and drink intake, body weight, blood pressure, glycaemic control (blood glucose finger prick testing), daily activities (exercise type/duration/frequency). Digital solutions should include emotional wellbeing tools to support self-management activities and allow service user feedback and asynchronous chat between them and Health Coaches. Service Providers will be expected to integrate with NHS Scotland systems, for example, SCI-Gateway to facilitate GP referral processes, and for provision of data reporting, as part of this procurement. During the term of the Framework and any extension periods, NHS Scotland reserves the right, should funding become available, to increase the volume of service users (current estimate of 1000 per annum) who may access the Programme. For example, additional purchases may be made which exceed the level of funding currently secured as a result of clinical and service outcomes and benefits which support wider use. It is not anticipated that this would alter the overall nature of the contract, only additional volume of referrals.
