Description
The Ministry of Defence intends to amend the ADEWS/110 (705523451) contract with Serco Limited to add the following requirements: (1) CONTRACTOR TECHNICAL SUPPORT TO THE LINK 16 EQUIPMENT SUITE (L16ES). (2) CONTRACTOR TECHNICAL SUPPORT TO THE RADOME INSTALLATIONS. (3) CONTRACTOR TECHNICAL SUPPORT TO MOBILE ELEVATED WORK PLATFORMS (MEWPs). (4) CONTRACTOR TECHNICAL SUPPORT TO GROUND TO AIR RADIO SYSTEMS AND ASSOCIATED EQUIPMENT. At the publication date of this notice, the contract amendment has not been completed.

Legal Justification
The Authority is amending the contract based on the Additional works or services (DSPCR Regulation 16(1)(d)(i)) justification for a non-competitive procurement process. In the case of these requirements, it is considered that the additional works or services cannot be technically or economically separated from the original contract without major inconvenience to the procurer. This is because of the limited accommodation at the Remote Radar Heads (RRHs) and the limited access to the sites due to their remote location. Serco already have personnel deployed to the sites. If a contractor other than Serco was to deliver the requirement, then additional personnel would need to be deployed to the sites, using scarce accommodation. With multiple Serco personnel already present at the RRHs, there should be a greater degree of resilience in the support available. Serco's existing presence at the site is considered essential to the ability to deliver the requirement, given the overall logistical challenges, including limited onsite accommodation. The RRHs often suffer from significant disruption to their transport connections during the winter and the accommodation is basic. Therefore, personnel need to be deployed to the sites to deliver the requirements. This amendment value does not exceed 50% of the original contract value, which was £28M ex VAT.
