Provision of Structural Fire Kit and Associated PPE for issue to Firefighters

Total Quantity or Scope

In 2017 SFRS utilised the National Collaborative Framework Agreement for the Provision of Personal Protective Equipment for Fire Fighters to award a contract to Bristol Uniforms Limited for a period of eight years. This contract is due to end on 30 June 2025 with no option to extend. The National Fire Chiefs Council (NFCC) commenced a project to replace the previous national agreement in 2024, but the project has been delayed, and the delay has resulted in SFRS being unable to award a new contract to replace the current one. There will therefore be a period of around 18 months between the current contract ending and SFRS being able to call off from a new contract. Therefore, SFRS are looking to direct award a contract to Bristol Uniforms Limited to cover the 18-month period. Additional information: The Scottish Fire and Rescue Service intends to award a contract for the Provision of Structural Fire Kit and Associated PPE under the terms of Regulation 33 (4)(b) of the Public Contracts (Scotland) Regulations 2015

Legal Justification

SFRS has a statutory duty under Part 2 of the Fire (Scotland) Act 2005 (FSA 2005) to respond to fire and road traffic incidents and a power to respond to other events and situations. The Fire (Additional Function) (Scotland) Order 2005 (F(AF)SO 2005) sets out situations or events that SFRS has a statutory duty to respond to.
