Description

The requirement is for the provision of Gas & Electricity Flexible PIA Supply Products in accordance with the specifications set out in the Invitation to Tender (ITT). The contract is due to commence on 1 October 2026 and is for 36-months and may include the addition of further sites during the term. With the option to extend an additional 12 months, making a maximum Contract duration, including extensions, of 48 months. It will be at the sole discretion of the Authority to invoke the extension clause or not.

Lot Division

1 Brown Gas
  • Value: £2M

This lot covers the supply of natural gas (brown gas) to the client’s portfolio under a flexible purchasing arrangement. The appointed supplier will provide a fully managed service, enabling the client to purchase gas volumes in tranches throughout the contract term to optimise price and risk exposure. The supplier will also manage all associated balancing, nominations, and transportation requirements, ensuring security of supply and compliance with industry regulations.

2 Renewable Electricity (REGO)
  • Value: £6M

This lot covers the supply of 100% renewable electricity to the client’s portfolio, supported by Renewable Energy Guarantees of Origin (REGO) certificates. The appointed supplier will deliver electricity under a flexible purchasing strategy, allowing the client to make incremental trades on the wholesale market to achieve cost efficiency while meeting sustainability objectives. The supplier will provide full REGO-backed assurance and reporting to evidence the renewable credentials of the electricity supplied.

Renewal Options

Following the expiry of the initial contract term, the Contracting Authority reserves the right, at its absolute discretion, to extend the contract. Any extension shall be subject to the Authority’s requirements at the relevant time and may be structured in a manner deemed appropriate by the Authority. The decision to exercise this option, and the form it may take, rests solely with the Contracting Authority. Under no circumstances shall the total contract duration, including any extensions, exceed four (4) years from the initial commencement date. This extension provision is made in accordance with the principles of the Procurement Act 2023, ensuring transparency, fairness, and value throughout the contract lifecycle.

Award Criteria

Service and Operation Tenderers must provide a detailed overview of the service and operational arrangements that will support the delivery of the contract. All service and operational commitments must support the delivery of a reliable, responsive, and high-quality service that meets the needs of the Authority. Tenderers must show how their approach aligns with the principles of fairness, transparency, and value for money as set out in the Procurement Act 2023.
Product and Operational Processes Tenderers are required to provide a clear and comprehensive description of the product and operational processes that will underpin the delivery of the required services. All proposed processes must demonstrate reliability, efficiency, and scalability, and must be capable of supporting the full duration of the contract. Tenderers must also evidence how their processes ensure compliance with applicable regulations and contribute to delivering best value in accordance with the principles set out in the Procurement Act 2023.
Price Tenderers must submit a clear and comprehensive pricing proposal as specified within the Invitation to Tender (ITT). All prices must be fully inclusive of the scope of supply and reflect the total cost to the Contracting Authority for the duration of the contract. The pricing submission should include a detailed breakdown of all applicable charges, clearly identifying unit rates, standing charges, and any other relevant fees. Where applicable, tenderers should also set out how pricing will apply to any additional sites added during the contract term. Tenderers are expected to ensure that their pricing reflects value for money and supports the delivery of the most advantageous tender, in accordance with the principles of the Procurement Act 2023. All pricing must remain valid for the evaluation period and be capable of withstanding audit and verification.
