Description
Direct Award in accordance with Schedule 5, Paragraph 2 - where a change of supplier would cause disproportionate technical difficulties or significant inconvenience or duplication of costs. Vehicle Lease agreement for long/short wheelbase vehicles. Vans have bespoke internal fit out of racking to accommodate stock, work benches, and tail lift facilities to meet H&S legislation. The lease agreement shall provide a critical element of service provision for the Trust and our patients who require a responsive service. This award shall enable the Trust to continue with managing the safe transport of heavy items (e.g. wheelchairs) between sites and patient locations. The lease agreement covers the additional support services associated with the vehicles which includes: servicing, tires, recovery, replacement vehicles, MOTs. signwriting, unlimited mileage and internal fit outs and provides a responsive and optimal solution for the Trust.

Legal Justification

Additionally, market intelligence indicates limited capacity and responsiveness among alternative suppliers to meet our specific requirements within the necessary timeframes. A direct award is justified under Schedule 5, Paragraph 2 of the Procurement Act 2023, on the grounds of technical complexity and the need to maintain cost-effectiveness and continuity of service.
