Description

The Authority awarded multiple contracts for the service delivery of Skills Bootcamps. Contracts will be for a delivery period from the start of the contract until the 30th September 2026. Contracts for services will be for the start of delivery to commence ASAP with delivery ending before the 30th September 2026 Bidders may submit a tender as one of the following: Bidders who have a UKPRN number and access to report Learner data via the Individualized Learner Record (ILR) service Bidder - an individual organization without subcontract arrangements, intending to deliver the contract directly. Lead Bidder - an individual organization responsible for the successful delivery of the Contract but will rely on subcontractors to deliver some or all the services, but who remains solely accountable to the Authority. Consortium - a group of two or more organizations applying jointly to deliver a Contract. All members sign the contract with the Authority and are held jointly accountable Bidders may submit one tender in one of the capacities listed above. Bidders are encouraged and supported to work collaboratively and via a consortium, where the partnership will enhance learners' outcomes. Subcontracting rules apply. Bidders will be required to present a delivery plan for each applied lot. A template will be provided. Bidders will need to outline how they intend to collaborate with employers and other local services to recruit learners and support the positive progression of all learners. Bidders must demonstrate how they intend to check and monitor learner eligibility (in line with Skills Bootcamp Technical Guidance) and how they will record all the evidence requirements. The service contract includes an option to extend by a up to two years ending on 30th September 2028. Any decision to extend a Provider's contract will be subject to the following: * funding availability and approval in subsequent years; * assessment of need; * performance within existing contract; * the Supplier agreeing to comply with any and all changes to the Authority and/or DfE requirements at the time of extension/addition of Extra Learners; and * Charging model to remain unchanged unless otherwise stipulated by the CPCA and the DfE I.e. the cost per learner per Skills Bootcamp course and the payment milestone percentages are to remain unchanged. The contract includes the following key requirements/provisions. 1. Design considerations 2. Payment considerations (HGCR Act 1996) 3. TUPE 4. Novation/ Warranties 5. GDPR requirements 6. Insurance Requirements The successful Tenderer's were appointed based on their expertise, resource and approach to delivering Adult Skills Provision and as such the Method Statement Responses will become contractual obligations.
