Legal Justification

-Single supplier - intellectual property or exclusive rights -Single supplier - technical reasons The over-height valves have undergone significant development and modification since the original train build and are an integral part of the vehicle gauging system. Due to the particular supplier having intellectual property rights and or other exclusive rights, only that supplier can supply the goods required and there are no reasonable alternatives to those goods. The nature of these goods is that alternative component would remain incompatible with the existing system and or train.
