Legal Justification

This is a one-off request for sample barcode labels to ensure service continuity while the procurement exercise is completed in 2026. Berkshire & Surrey Pathology Services will be unable to process samples in 2026 without suitable labels in place by mid-December 2025. Production and delivery require a six-week lead time from receipt of the order. Given that Midco Print & Packaging Limited is the only supplier whose labels have been validated across the full network, and considering the tight timeline, a direct award is being made to a single supplier. Using an alternative without full validation would pose a significant risk of service disruption.
