WRAP intends to renew its existing e-learning platform contract with Moodle for a 12-month period (FY2026/27) provided by The Charity Learning Consortium to ensure continuity of mandatory compliance training, including Health and Safety, GDPR, and Equality and Diversity modules, while future training requirements are reviewed and re-procured.

Legal Justification

A direct award to The Charity Learning Consortium is considered the most proportionate and efficient approach for this 12-month extension for Moodle E-Learning Platform. The current platform continues to meet WRAP’s operational and compliance needs, and undertaking a full re-procurement at this stage would require additional time and resources for what would be a short-term solution. Extending the existing arrangement will ensure continuity, value for money, and sufficient time to assess long-term training requirements before re-tendering in 2026/27.
