Description
The Authority intends to renew contract CSA/3049 from 1 July 2027 with Ultra Electronics Command and Sonar Systems for in-service support of PDM systems. Equipment managed includes PDM/INA outfits fitted to Type 23 Frigates (PDM2), Single Role Minehunter (PDM3), Vanguard Class Submarines (PDM4) and Fort Victoria (RFA) (PDM5). The PDM system receives inputs from platform navigation sensors and outputs data to navigation and weapon systems. The planned duration is 8.5 years (July 2027 to Dec 2035) with two 1-year options. Estimated value £20M inc VAT. Only the supplier can deliver this requirement within the timeframe without risk to RN operations.

Legal Justification
The contract will be awarded under Section 41 and Schedule 5 of the Procurement Act 2023. Ultra Electronics Command and Sonar Systems is the Design Authority for PDM systems and holds exclusive intellectual property rights for the design, software and test infrastructure. The supplier alone has the specialist knowledge and equipment to maintain and update these systems. For interoperability and safety reasons, only this specific PDM equipment can be supported, and only the supplier can deliver changes in line with Navy Command requirements. This contract is necessary to maintain operational capability and readiness of RN and RFA vessels.
