This opportunity has been listed by LHC Procurement Group on behalf of: Northern Procurement Alliance (NPA) Midlands, London and South East (LHC) South-West Procurement Alliance (SWPA) Our additional regional businesses include: Welsh Procurement Alliance (WPA) Scottish Procurement Alliance (SPA) The new Roofing Systems Framework (RS5C) will be the successor to LHC's current and successful roofing Agreement (RS4) which is expired on the 30th October 2025. The aim of this framework is provide an efficient, value for money procurement route for local authorities, social landlords and other public sector bodies for the design,supply and delivery of roofing systems and associated works in all types of public sector refurbishment and new build projects; including: - Multi occupancy residential buildings (low/medium/high rise) - Schools - Colleges - Universities - Public offices - NHS buildings - Blue Light buildings - Otherpublic buildings The LHC Roofing Framework is designed to provide a comprehensive solution for the refurbishment, replacement, and new-build installation of various roofing systems. This framework ensures that all works are carried out in strict accordance with manufacturer guidelines, industry best practices, and regulatory compliance. Contractors are expected to collaborate closely with manufacturers to guarantee that system designs align with approved specifications. This includes reviewing architectural drawings, conducting detailed site surveys, identifying potential challenges, and ensuring proper material handling to maintain product integrity. Works applicable across all workstreams include associated roofing components, such as roof lights, guttering, fascia, soffits, downpipes, flashings, roof safety markings, and scaffolding systems. Additionally, the supply and installation of solar PV systems are covered where applicable, as well as any necessary render repairs to parapets, upstand. Workstream 1 - Traditional Flat Roofing: Covers the refurbishment, replacement, and newbuild installation of built-up roofing, torch-on felt, cold-applied felt, single-ply bitumen membrane, and hot-melt roofing systems. Workstream 2 - Liquid Flat Roofing: Focuses on cold-applied and hot-applied liquid roofing systems, including polyurethane-based, polymeric, and reinforced liquid membrane solutions Workstream 3 - Profiled Metal Roofing: Covers the supply, refurbishment, and installation ofs, or adjacentstanding seam, composite panel, built-up metal, corrugated metal, and secret-fix metal roofing systems. Workstream 4 - Pitched Roofing: Includes the design, supply, and installation of plain tile, interlocking tile, slate, concrete tile, and profiled metal sheet roofing systems. Workstream 5 - Mixed Roofing: Provides a hybrid approach, covering both flat and pitched roofing systems within a single project. This ensures seamless integration of multiple roofing types while maintaining consistency in quality assurance, contractor expertise, and compliance across different roofing applications walls.

| 1 | Traditional Flat Roofing WORKSTREAM 1 - TRADITIONAL FLAT ROOFING This workstream covers the design, supply, and installation of traditional flat roofing systems for refurbishment, replacement, and new-build projects. It ensures compliance with manufacturer specifications, British Standards, and industry best practices, with a strong emphasis on quality assurance, safety, and system longevity. Contractors are responsible for conducting site surveys, managing material handling and storage, and strictly following approved installation methods to maintain system integrity and performance. The scope also includes associated roofing components such as roof lights, rainwater goods, fascia, soffits, and renewable energy solutions where applicable. Types of work covered under this workstream: - Installation of traditional flat roofing systems, including built-up roofing, torch-on felt, coldapplied felt, single-ply bitumen membrane, and hot-melt roofing. These systems provide longterm durability, waterproofing, and compliance with thermal and fire safety regulations. - Surveys, design, and collaboration with manufacturers to ensure compliance with approved specifications, incorporating structural and drainage considerations to maintain the performance of the roofing system. - Small-scale replacement and emergency repairs, covering sectional replacement of waterproof coverings, insulation, and vapour barriers, as well as addressing leaks, storm damage, and urgent roofing issues. - Installation and maintenance of associated roofing components, including roof lights, fascia, soffits, guttering, downpipes, flashings, and roof safety markings, ensuring full system compatibility. - Integration of renewable energy solutions, such as the supply and installation of solar PV systems, ensuring safe and effective incorporation with flat roofing structures while maintaining structural integrity and waterproofing. - Provision of scaffolding and access solutions, including scaffold planning, installation, and compliance with Work at Height Regulations, ensuring safe access for all roofing works while minimising disruption to building users. |

The workstream ensures that all installations comply with manufacturer specifications, British Standards, and industry best practices. Contractors are responsible for conducting site surveys, ensuring proper material handling and storage, and adhering to manufacturer-approved installation techniques. The scope also includes associated roofing components such as roof lights, rainwater goods, fascia, soffits, and renewable energy solutions where required. Types of work covered under this workstream: - Installation of liquid-applied roofing systems, including cold applied, polyurethane-based, polymeric, and reinforced liquid membrane systems. Renewal Options
In accordance with Clause 14.1 of the Framework Alliance Contract, the Client reserves the right to extend the term of the agreement beyond the initial period stated in each Award Confirmation Notice. Any such extension will be exercised at the discretion of the Contracting Authority and only where it fulfils the conditions set out under Regulation 72 of the Public Contracts Regulations 2015 (or the Public Contracts (Scotland) Regulations 2015, as applicable).
