Description

Via East Midlands delivers sustainable highways services across the East Midlands and operates as a wholly owned subsidiary of Nottinghamshire County Council. Via East Midlands holds several existing framework agreements for highway surfacing, surface treatments, and civil engineering delivery, which are nearing completion. The scope of these contracts involves high-profile aspects of highway service delivery that are of considerable public importance and are vital to delivering for the people of Nottinghamshire. Via East Midlands plans to establish a new supplier contract for highway surfacing schemes with two suppliers, as part of a new Highway Surfacing Delivery Partnership Contract. The new contract will include three-year agreements with two possible one-year extensions, following an NEC4 Term Services arrangement. Via East Midlands is seeking to collaborate with two highway surfacing contractors that are suitable for delivering technical excellence, efficiency, and cooperative behaviours across carriageway resurfacing, reconstruction, recycling, ironwork adjustment, and related work, including road marking and road studs. The new Surfacing Delivery Partnership Contract will encourage a more strategic and collaborative approach to highway service delivery and value for money. This strategy will promote increased joint engagement, support Early Contractor Involvement, and enable a low-carbon circular economy operating model. The new contract will require contractors to possess the technical capability and local capacity to consistently improve quality and safety standards across all highway surfacing disciplines. The new contract will feature a performance management framework that incentivises and rewards a one-team approach and excellent highway service delivery by linking work scope share and potential contract extensions. Via East Midlands aims to collaborate with Surfacing Delivery Partnership Partners willing to invest in our area to foster regional economic growth. The contractors we select will utilise innovative materials, products, processes, and technologies to help Via East Midlands achieve regional economic development, social value, and environmental objectives.

Award Criteria

Price Per Quality Point (PPQP) from Most Advantageous Tender (MAT) Via East Midlands will employ a two-stage competitive flexible procedure under the Procurement Act 2023. Stage 1 – SQ (pass/fail), Quality responses, quality evidence and Tender price Stage 2 – Interview Presentation Via East Midlands plans to assess stages 1 and 2 using the Price Per Quality Point (PPQP) method from the new Most Advantageous Tender (MAT) approach to find the optimal balance of cost and quality. PPQP evaluation is transparent, fair, accurate, and directly supports our aim to deliver the best surfacing outcomes for every pound (£) of public expenditure. Following an initial compliance check, the evaluation panel will conduct stage 1 of the formal assessment. After the formal Stage 1 assessment, an interim PPQP will be calculated to identify five shortlisted bidders to be invited for the Stage 2 interview presentation. Once the evaluation panel finishes stage 2 of the formal assessment, a final PPQP will be determined for the contract award. Via East Midlands will make sure that the tender evaluation process is: • Transparent – by setting out clear instructions to tenderers • Objective – by following the process exactly • Consistent and non-discriminatory - by treating all bidders the same way • Proportional – assessment is for shortlisting and then contract award Scoring methodology Stage 1 for shortlisting • PSQ (pass/fail) • Quality responses – 40 marks • Quality evidence – 30 marks • Commercial assessment to determine tender price Scoring methodology Stage 2 • Interview Presentation – 30 marks The contract for surfacing delivery partners will be awarded to the two bidders with the lowest price per quality point from a shortlist of five bidders. A 60% work share will be awarded to the bidder with the lowest price per quality point, while the remaining 40% will go to the next lowest bidder from the same shortlist.
