Description

Royal Greenwich Council would like to hear from service providers who are interested and capable of delivering excellent, high quality and outcome focussed tuition services to support and raise attainment, attendance, aspiration and engagement of vulnerable children and young people of statutory school age in education and for young people up to the age of 25 who have an Education, Health and Care Plan. To also work towards successful transition to education, employment or training post-16 at the end of Key Stage 4. The objectives of the services are to provide a flexible response to either compliment, or provide an alternative to the teaching and learning available within mainstream and specialist provision or for children not engaged in education.

Lot Division

1 Universal Tuition
  • Value: £5M

Lot 1 Universal Tuition is designed for Children and young people with no or low additional needs who are experiencing academic underachievement and require curriculum catch-up, reintegration support, or temporary education. Universal Tuition is educational provision for pupils who do not have Special Educational Needs or Disabilities (SEND) as defined by the SEND Code of Practice 2015, and who are accessing tuition for reasons other than special educational or medical needs.

2 Special Educational Needs and Disabilities (SEND)
  • Value: £15M

Lot 2 Special Educational Needs and Disabilities (SEND) Tuition is designed for Children and young people with identified additional needs, including those with Education, Health and Care Plans (EHCPs), Social, Emotional and Mental Health (SEMH) challenges, Autism Spectrum Conditions, Specific Learning Difficulties (SpLDs), Speech, Language and Communication Needs (SLCN), Attention and Executive Functioning Difficulties. Pupils may present with long-term disengagement, avoiding school environments, high-risk or extremely challenging behaviours such as physical aggression or offending behaviour, and require specialist adaptations, resources, and equipment.

3 Complex and Medical Tuition
  • Value: £5M

Lot 3 Complex and Medical Needs Tuition is highly specialist educational provision for Pupils with significant medical, mental health, or multi-faceted needs that substantially impact their ability to engage in learning and require coordinated medical, therapeutic, and educational support during tuition delivery. Pupils may also be medically unfit for school attendance due to chronic conditions, injury, terminal illness, or inpatient care, and may require palliative care or hospital/home-based treatment.

Renewal Options

The Authority is intending to establish an open framework in accordance with Section 49 of the Procurement Act 2023 for the provision of Alternative Provision, Education Outreach and Inclusion Services. The Authority is required to re-open the Framework within the first three years of the term, to enable new providers to be admitted to it for the remainder of its term, which may be extended for any period/s up to a maximum of two further two years, making a maximum framework term of 5 years.
