NHS England - London Region (hereafter referred to as "The Authority") conducted a procurement process to identify and award suitable providers to deliver Integrated Prison Healthcare Services, acting as the Prime Provider in the following establishments in London: • HMP Belmarsh • HMP Thameside • HMP Pentonville • HMP Wormwood Scrubs • HMP/YOI Isis The Authority commissions Prison Healthcare Services in the above establishments through the below three lots: Lot 1 - HMP Belmarsh & HMP Thameside Lot 2 - HMP Pentonville and HMP Wormwood Scrubs Lot 3 - HMP YOI Isis The Authority holds a contract with the prime providers, who can directly provide care and/or subcontract elements to other specialist providers. The contract(s) for the Service was awarded for a period of 4 years and 11 months (59 months), with an optional extension for a further period of up to 2 years (24 months) at the sole discretion of the Authority. Therefore, the maximum duration of this contract, if all extension options are taken up will be up to 6 years and 11 months (83 months). Legal Justification

This modification is made under Regulation 13(1)(c) of the Provider Selection Regime, the modification is made in response to external factors beyond the control of the relevant authority. The modification does not alter the overall nature of the original contract. HMP Thameside increased capacity to directly support the increase of receptions into the prison due to prison pressures across the London Region. There is to remain an increase of remand function for this prison which has a direct impact on healthcare provider. National funding has been sourced to support the required front line staffing in order to deliver on going service provision in line with service specification. Funding is split to cover end of 2025/26 financial calendar (up to £396,410) and full increase to be added to contract from 01 April 2026. The annual contract value will have an increase of £679,560 from 01 April 2026. Important note: Please note that the increase in price stipulated in 'VII.2.3. Increase in price' refers to the annual contract value, not the total contract value.

Other Information

This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. This contract has now been formally modified. This decision was approved by NHS England (London Region). There were no conflict of interest identified in the decision making process.
