This requirement is for the purchase of Scholars season tickets. The rail tickets purchased are for children that are eligible for travel assistance to travel to school. The Scholars season tickets are only issued when these are the most cost-effective option of all travel options available and where they deliver value for money in comparison to alternative means of transport such as taxis, coaches or shared minibus services.

Legal Justification

South Western Railway Limited is the sole provider. Schedule 5 (Direct Award Justifications) of the Procurement Act 2023 states; 5. The following conditions are met in relation to the public contract- (a)due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required, and (b)there are no reasonable alternatives to those goods, services or works. 6.
