Description
In accordance with Section 16 of the Procurement Act 2023, the Western Riverside Waste Authority (WRWA) is undertaking Preliminary Market Engagement (PME) to engage with suppliers regarding capacity within the UK waste market to process and treat entire waste streams for which WRWA is responsible. WRWA’s existing Waste Management Services Agreement shall expire in 2032. To inform the Outline Business Case and Procurement Strategy, WRWA wishes to engage with the market to better understand the interest, capacity and infrastructure the market has in providing the services that WRWA is responsible for. Participation in this market engagement exercise is not a requirement for participation in the forthcoming procurement, which shall be formally commenced through publication of a procurement notice in accordance with the Procurement Act 2023. This PMEN is not a call for competition, does not formally commence a procurement process, and is issued solely for the purpose of gathering information and insight from the market. Objectives of this Preliminary Market Engagement Through this PME, the Authority seeks to; Understand market appetite for the Authority’s future waste management services Test potential services delivery models, integrated, disaggregated, lots Explore capacity, capabilities, innovation and investment appetite, across the Services. Inform the Authority’s infrastructure planning, including potential refurbishment, expansion or use of existing facilities Identify risks, constraints and opportunities that could influence future commercial and procurement approaches. Support the development of the Procurement Strategy & Outline Business Case that is transparent, competitive, attractive to the market and deliverable.
