The Council require the continued use of the current Corporate HR & payroll system provided by Zellis Ltd to ensure that operational, regulatory and legislative requirements are met and are managed in an efficient way and employees are correctly paid via the Payroll module. The contract is for software licensing, maintenance, support and includes moving from an on premise solution to a cloud based solution.

Legal Justification

This notice is issued in accordance with Chapter 3 Direct Award, Schedule 5, point 6 of the Procurement Act 2023 to advise of and explain the use of the Direct Award procedure in this instance. The maintenance and support of an existing corporate HR and payroll system for Belfast City Council to include moving from an on premise solution to a cloud based solution will be awarded to Zellis UK Limited to guarantee continued maintenance and support of the existing system. The existing corporate HR and Payroll system is software owned by Zellis UK Limited, Zellis UK Limited are the sole company who can maintain and support the corporate HR and payroll system.
