The Borough Councils of Kingston Upon Thames and Sutton oare looking to appoint two (2) operators in each borough to provide sufficient number of electric cycles (e-bikes) to encourage residents & visitors to substitute motor vehicle use with this mode of transport. The operators fleet must be regularly maintained and redistributed to provide reliable, borough-wide access to the service
