Legal Justification

Previous spend and this new term spend collectively is over threshold, hence the transparency notice publication. Key Considerations • Integration & Switching Costs: VertiGIS is already embedded in NGN's workflows and systems. Replacing it would involve significant migration effort, retraining, and potential disruption to critical operations. For VertiGIS software in the UK & Ireland, 1Spatial is the sole distributor/reseller, so the required licensing and associated rights are only available through that route Continuity/interoperability - NGN already has VertiGIS (incl. Geocortex/VertiGIS Studio) embedded in live environments. Moving to an alternative would likely entail significant re engineering, migration risk and incompatibilities with existing ArcGIS based workflows; these are the kinds of technical reasons Schedule 5 within the Procurement Act 2023 is designed to address. Government guidance recognises direct award where only one supplier can meet the requirement and there are no reasonable substitutes.
