Description
Suffolk County Council is looking to appoint a Contractor to receive, process and market recyclable materials collected from the kerbside by Suffolk's 7 Waste Collection Authorities. This can be achieved either through the direct provision of a materials recovery facility (or similar processing facility) or through a brokered arrangement. The contract value is calculated to take account of the potential waste from Essex Waste Collection Authorities.

Legal Justification
In 2018 the Government released the Resources and Waste Strategy (RAWS), which includes the Simpler Recycling initiative. RAWS will come into effect in March 2026 whereby it will amend Suffolk's kerbside collection requirements. To enable the Authority to comply with the requirements of RAWS, the parties wish to vary the Contract. Consequently the parties have amended the Contract with effect from Variation Date, 12 November 2025.
