**This is an Intention to Award Notice to award a contract using a competitive process under the Provider Selection Regime (PSR) regulations for Care (Education) and Treatment Reviews (C(E)TR) for the South East and South West Integrated Care Boards (ICBs)** Details of the services were provided in the F02: Contract Notice published on the 1st July 2025 (2025/S 000-036535). The contract(s) period is 1st April 2026 - 31st March 2031 (which includes an optional extension period for up to 2 (two) years), as defined at the sole discretion of the Commissioners, for both lots and their respective contracts. Each of the lots total combined maximum contracts values, across the full potential term of 5 (five) years, including any optional extension years are: LOT 1 - South West = £819,467 LOT 2 - South East = £1,371,400 With a total maximum contract(s) value, for both lots combined is £2,190,867. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight 7th January 2026. This exercise was carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner. This contract had not yet formally been awarded; this notice serves as an intention to award under PSR.

**This is an Intention to Award Notice to award a contract using a competitive process under the Provider Selection Regime (PSR) regulations for NHS Devon Integrated Care Board (ICB) for the provision of the Children & Young People's Community Based Emotional Wellbeing & Mental Health Services** … The service was advertised on the national Find a Tender (FTS) portal on 1st July 2025. The linked tender documentation was issued to bidders on 1st July 2025 with a deadline of 12th August 2025, which included the Selection Questionnaire (SQ) in the form of the Basic Selection Criteria (BSC) and the Invitation to Tender (ITT). Within the ITT documentation, the tender questions were linked back to the five sections of the key criteria under the Provider Selection Regime (PSR), which overall provided the following: PSR Section Weightings Quality & Innovation - 50% Integration, Collaboration and Service Sustainability - 5% Improving access, reducing health inequalities, and facilitating choice - 10% Social Value - 10% Value - 25% Total 100% The highest scoring provider was Independent Lives, for both lots. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 7th January 2026 (8 working days following publication of intention to award notice). This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. Potential conflicts of interest: The SCW procurement team supported the project in the management of conflicts throughout the process. In line with national guidance (Managing conflicts of interest: revised statutory guidance for CCGs 2017) conflicts of interest were given a high priority within the procurement, with 'conflicts of interest' a standing item at project group meetings. Project members were required to complete Conflict of Interest and Confidentiality forms prior to receiving any sensitive documentation. All conflicts were appropriately managed within the project, and there are no latent risks associated with the aforementioned conflicts. The number of conflicts of interest identified among group: 1. Bidders were required to complete Conflict of Interest declarations as part of their bid. They are also under an ongoing obligation to update the Commissioners should any declarations change in the future.
