Sellafield Ltd has awarded a Contract to Equans E&S Solutions Limited for an Operation Maintenance and Management Agreement for its existing Combined Heat and Power Plant (CHPP) and Boiler Park at the Fellside site, which is adjacent to the Sellafield nuclear site in Cumbria, North West England.The duration of the contract is for an initial term of six years with an option to extend the agreement by up to two further years. The estimated value of the 8-year contract is £128M.The contract commenced on 03/12/2025.

Total Quantity or Scope

The purpose of Sellafield Ltd. is to create a clean and safe environment for future generations. Sellafield Ltd. commits to safe, secure, sustainable, site stewardship enabled by the management of a smart, agile, and resilient site.‘Fellside’ comprises the Combined Heat and Power Plant (CHPP) and Fellside Boiler Park (FBP); its purpose is to provide a continuous, safe supply of process and welfare steam to the Sellafield nuclear site. Steam has an associated nuclear safety case (in compliance with Nuclear Site Licence Conditions). Fellside is therefore a critical enabler to the achievement of Sellafield Ltd’s mission and towards the Nuclear Decommissioning Authority’s (NDA) strategic outcomes.Sellafield Ltd has engaged with Equans E&S Solutions Limited as a suitable Operations, Maintenance and Management partner to ensure continued safe operations of the Fellside site while delivering high levels of availability of both process and welfare steam for the Sellafield site. This agreement is the Operations, Maintenance & Management Agreement (OM&M Agreement).

Legal Justification

No tenders were submitted in response to the Restricted Procedure originally used for this procurement. As a result of this Sellafield Ltd, in line with Regulation 32(2)(a) of the Public Contract Regulations 2015, undertook a Negotiated Procedure without Prior Publication to award a Contract for this procurement which resulted in two tenders being submitted and Equans E&S Solutions Ltd being awarded the Contract.
