Description

Highlands and Islands Airports Limited (HIAL) requires a Department for Transport (DfT) approved Service Provider to deliver security quality assurance testing and simulated X-ray training across our airports. All services must comply with EC300/2008 and relevant UK Civil Aviation Purchaser (CAA) standards.

HIAL requires a qualified and DfT approved Service Provider to deliver security quality assurance testing and simulated X-ray training across eight airports in the Highlands and Islands region, and Dundee Airport.

Legal Justification

The reason for a non-competitive award due to technical reasons is that confirmation was received in December 2024 from the Civil Aviation Authority (CAA) at the Airports UK Security Meeting, that there is only one DfT approved supplier in the UK that provides a combined QA testing and training package – Redline Assured Security. The HIAL Procurement Team investigated and were able to confirm that Redline Assured Security are the only local supplier that could be found via online searches who provide quality assurance testing services and are also named on the CAA list of approved training providers.
