Description
The Cardiff and Vale University Health Board (CAVUHB) Neurodevelopmental Service provides a specialist diagnostic assessment for children and young people with neurodevelopmental disorders. This specialist expertise is provided in the form of assessment and management of children and young people up until the age of 18 years with complex neurodevelopmental disorders. Neurodevelopmental assessments are used to diagnose neurodevelopmental conditions like attention deficit hyperactivity disorder (ADHD) or Autism. Due to a significant increase in demand, the Health Board is seeking to implement additional clinical resource to undertake appropriate diagnostic assessments for Neurodevelopmental conditions including autism spectrum disorder (ASD) and attention deficit hyperactivity disorder (ADHD). The additional clinical resource will support in the clinical delivery of diagnostic assessment to children and young people across the age range who have been waiting for assessment for over 2 years The contract is expected to commence on 6th January 2026, with all identified patients receiving meaningful engagement from the Provider by 31st March 2026. The estimated value of this contract is 649,525.00 GBP based on the identified patient case mix.

Other Information
This is a Provider Selection Regime Wales (PSR Wales) confirmation of contract award notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. The publication of this notice marks the award to a provider under a framework agreement call off without a competition, this notice serves as an award of contract under the PSR Wales. Funding has been secured to deliver 377 neurodevelopmental assessments. The Health Board has an established and successful relationship with the proposed supplier and is confident in their ability to mobilise quickly and complete the requirement within the restricted timescales. The award decision makers are relevant staff from Cardiff and Vale University Health Board involved in the provider selection process, these include the roles of General Manager. No conflicts of interest were declared or identified as part of the conflicts assessment process. The Health Board has decided to make a direct award to Healios Limited due to their ability to mobilise quickly and meet the tight timelines required to complete the initial contacts before 31st March 2026. All providers were considered in the procurement process; however, the Health Board opted to exercise the direct award provision with a previous provider who has successfully delivered similar work under comparable time constraints. There were no conflicts of interest identified by the decision makers from the Health Board who included Management and Clinical staff. (WA Ref:160044)
