Description

The Ministry of Defence (MOD) has concluded its procurement process for a new Defence and Security Open Framework, specifically created to foster a deep eco-system for advanced digital decision-supporting capabilities. An Open Framework is a scheme of successive framework iterations that are periodically re-opened (competed) under substantially unchanged terms. For the avoidance of doubt within this published CAN, as an Open Framework the listed Suppliers are subject to change following a framework reopening. When this occurs, the Authority will communicate this update with industry via updating this notice or issuing a new one with an updated Framework Member list. This Open Framework will serve as the primary delivery route for ASGARD; the British Army's flagship Transformative Capability Initiative (TCI). ASGARD forms a central componennt of the Chief of the General Staff's Growth Through Transformation (GTT) Strategy. The DDAD Framework may be used as agreed to procure other, non-ASGARD, goods and services. The Framework will operate for an initial four (4) core year period, with optional extensions detailed elsewhere. The maximum throughput of the framework during the 'Core' period is £180,000,000 (Ex. VAT). This figure represents a ceiling ("Headroom") of spend rather than any spending commitment.

The MOD has carefully considered its approach to 'lots', and detailed of SME considerations were issued in previous publications. The Structure and process was designed to be accessible, and this has been successful in that 50% of suppliers (14 out of 26) are UK- based SMEs. In total, twenty-six (26) suppliers were successful.
