Description

This notice is to alert the market that Transport for London has a requirement for the provision of e-scooter rideshare services across London. The London E-Scooter Trial launched in June 2021 and is managed by TfL in partnership with London Councils and London boroughs. Since its launch more than 7 million trips have been made. More information on the trial can be found here: https://tfl.gov.uk/modes/driving/electric-scooter-rental-trial National e-scooter trials have been extended by the DfT up to May 2028. This procurement is seeking to award e-scooter concession contracts from September 2026 up to September 2028 with the option to extend beyond this in line with any future extension by the Department for Transport. This procurement will result in the award of contracts to two e‑scooter operators. The contracts resulting from this procurement may be awarded by and may be for the benefit of other contracting authorities. Tender documents will be provided electronically via TfL's e-Tendering portal. As part of the tender evaluation, we plan to carry out vehicle testing. We estimate that this will take place between 27th April 2026 and 8th May 2026. The value in this notice represents the estimated total value of all the concession contracts as calculated in accordance with procurement regulations. This estimate is therefore the potential total turnover of the Operators combined, for the maximum contract(s). This estimate is not an estimate of profit, nor a guarantee of revenue, nor does it represent any amount payable between the Operators, TfL or the Boroughs. TfL does not present the value on this notice as a promise of turnover and for the avoidance of doubt is not liable to Operators for any difference between the actual turnover and the amount in this notice. TfL reserves the right to amend the dates and intended procurement route as set out in this notice.

Renewal Options

The contract will include options to extend for up to three additional periods of 12 months each (1 year + 1 year + 1 year). Extensions may be exercised under the following circumstances: Performance and service continuity: Where the operator has met or exceeded agreed service levels, and continued operation is deemed beneficial to the authority. Operational requirements: If the scheme requires additional time to achieve strategic objectives or align with wider mobility initiatives. Policy alignment: where policy frameworks remain supportive of the scheme beyond the initial term.
