Description
The Design and Delivery of Support Services Lot will provide resource skills and expertise in support of digital connectivity technology projects. The scope of this lot covers provision of resource either to supplement existing teams or as an outsourced provider to manager and deliver larger deliverables. The nature of the resources typically required is diverse and some examples (nonexhaustive list) are: • advanced wireless & connectivity specialists, • project & programme managers, • user researchers, • connectivity service design, • business analysts, • system designer • solutions architect, • data architect, • data modeller, • quality assurance analyst, • data and analytics specialists, • data scientists, • change management, • stakeholder engagement. Resources will deliver a range of support services to inspire, raise awareness of and realise the potential for advanced wireless solutions to deliver key business benefits. Resources will be well versed in identifying, assessing and pre-qualifying business needs; co-developing delivery plans and programme/product roadmaps; and delivering a range of business support including business case, design, funding, sourcing, deployment and change management support. Resources will be commissioned to deliver specific objectives and tasks.

Legal Justification
Interoperability and Interchangeability - a new supplier cannot provide the services without causing incompatibility issues and a replacement of hardware/software would be required leading to additional costs. Economically Disproportionate - Any new supplier would have a mobilization fee whereas the incumbent would not. This would cause a duplication of costs for WM5G. Significant inconvenience - The change would cause major disruptions to 331 residents involved in the project, not only in loss of continuity of service but also to their wellbeing as a new service provider would have to enter their homes.
