Description
In accordance with the Provider Selection Regime (Regulations 2023) this is an intent to award notice. Following a 2 stage competitive process, the recommendation is to award the contract for Adult Lifestyles Stop Smoking, Weight Management and Healthy Lifestyles Service (Lot 1 and Lot 2) to ABL Health Ltd. As they are the provider that passed the checks conducted under the Basic Selection Criteria and provided the lowest Value per Other Key Criteria point score. The Council commissions Adult Lifestyle Services (Stop Smoking, Weight Management and Healthy Lifestyles) as part of the service branded as One You Kent (OYK). The Services are divided into the following work packages (Lots): Lot 1 – Adult Lifestyles Stop Smoking Service Lot 2 – Adult Lifestyles Weight Management and Healthy Lifestyle Service Name of Provider who will deliver the Service to both Lot 1 and Lot 2 is ABL Health Ltd, 71 Redgate Way, Bolton, BL4 0JL

‘This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using the competitive process.’ - Service commences 01/04/2026, end date 31/03/2029 - Lifetime value of Contract £2,095,779.85. Following receipt of the representation the Council conducted a review into the decision to award the contract or conclude the framework agreement, taking into account the representations made. Following the review, the Council made a further decision to enter into the contract or conclude the framework agreement as intended after the standstill period has ended. Representation made by one Provider during standstill period. Individuals involved were; Matthew Wellard – Commercial and Procurement Manager Jianzhong Yao – Senior Commercial and Procurement Manager Conflicts of Interest were managed throughout the process with no conflicts declared.
