Description

Through the Edinburgh Health and Social Care Partnership (EHSCP), the Council along with the Edinburgh Alcohol and Drug Partnership (EADP) intend to tender for the provision of a city-wide whole family support service for families affected by parental substance use.

Total Quantity or Scope

The Council is seeking to appoint a single Provider (or a consortium of Providers with an established Lead Organisation) to deliver the specified service. An open procurement process will be followed where by the Single Procurement Document (SPD) will be utilised to identify suitable Tenderers in terms of compliance with the Public Contracts (Scotland) Regulations 2015 and/or the Procurement (Scotland) Regulations 2016/PR(S)A14 and the minimum standards and any other requirements set out in the Tender documents & Contract Notice. Thereafter an Award Criteria and Pricing evaluation will be undertaken to select the tender which represent the best overall value for money.

The potential contract duration is up to 8 years, broken down as follows: - Core Contract Period: four years - Optional Extension(1): two years - Optional Extension(2): two years Extension options will be undertaken at the sole discretion of the Council. It is considered that this requirement is covered under the light touch regime of Public Contracts (Scotland) Regulations 2015. Tenderers are also asked to confirm that they will pay staff that are involved in the delivery of services under the contract, at least the real Living Wage. Tenderers who do not pass these questions will not be subject to Commercial Analysis. As a result the tender will not be considered further. Bidders must complete the SPD (Scotland) to demonstrate adherence to the Exclusion and Selection Criteria for this procurement.
