Description

Following the publication of a Contract Notice on 21 December 2024, Notice identifier: 2024/S 000-041325 and the procurement process that took place accordingly, the London Borough of Enfield ('contracting authority') has awarded a multi-lotted Framework Agreement to multiple suppliers (32) for the provision of 16+ Supported Accommodation Services for 16-17-year-old children in care and 18-25-year-old care leavers, which commenced 1 December 2025. This procurement was conducted in accordance with the Public Contracts Regulations 2015 and is let in accordance with Chapter 3 and Schedule 3 (Social and other specific services) of the Regulations. The Framework Agreement is let for an initial term of three (3) years. The contracting authority, at its absolute sole discretion, may exercise an option to extend the Framework Agreement at the end of the initial term for a further one (1) year period, subject to the terms of the Framework Agreement and satisfactory performance of the framework providers. There will be no form of exclusivity or volume that is guaranteed under the Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the awarded Framework Agreement. Note, the estimated total value (£28,000,000 excl. VAT) stated within this contract award notice is based on the initial 3-year term of the Framework Agreement plus an optional 12-month extension.

Renewal Options

The Framework Agreement is let for an initial term of three (3) years. Other Information

Note: The lowest and the highest price offers added to the value sections of this notice (Section V. Award of contract), represent the lowest and the highest weekly rates offered by the framework suppliers across the Lots they have been appointed to. Starting from the third year of the Framework Agreement, the Council may increase the rates for any new Service Users placed with the framework suppliers. This includes a £50 increase to the Weekly Rate and a £0.50 increase to the hourly rate of the Additional Support Hour Rates. These adjustments will only happen once during the agreement and will not apply if the Council decides to extend the framework agreement. The Council reserves the right to extend the Framework Agreement for a further one (1) year upon the expiry of the initial 3-year term subject to performance and availability of budgets.
