Description
BEC (Energy Coast West Cumbria Limited), a values driven organisation owned by Cumberland Council and the Nuclear Decommissioning Authority (NDA), sought tenders for the provision of Master Planning and Project Management Office (PMO) services to support the development of Pioneer Park, West Cumbria. This transformative programme aims to diversify and strengthen the local economy by leveraging clean energy innovation and establishing an AI Growth Zone. The successful bidder will support the region’s regeneration and long term economic growth by delivering master planning expertise and PMO capability to guide the development from concept through delivery. The commissioned services include: • Developing a comprehensive master plan for Pioneer Park as a new clean energy and innovation hub. • Establishing and managing a Project Management Office (PMO) to oversee all workstreams. • Embedding social impact, stakeholder engagement, and sustainability throughout the commission. Key objectives included: • Identifying opportunities for clean energy generation (including nuclear and SMRs), green business attraction, and AI driven innovation. • Producing a prioritised implementation plan, funding options, and a consenting strategy. • Setting up a skilled PMO that coordinates activities, reports monthly to the governance board, and engages regularly with key stakeholders. Core requirements included: • Demonstrated experience in master planning and PMO establishment, ideally within the energy sector. • Delivery within 6–9 months of contract start. • A strong track record in managing complex, multi disciplinary projects. • Social value integration, including local employment, skills development, and community engagement. • Submission of a comprehensive cost breakdown, insurance evidence, and team details (CVs, roles, day rates). • Commitment to BEC’s core values: self-worth, support, kindness, respect, integrity, environmental responsibility, and partnership.
