Description

WFD wishes to establish a panel of specialist service providers to provide technical services from time to time to support WFD's capacity and capability as part of their global support. These services are expected to support WFD primarily as part of the Democratic Governance Centre of Expertise, which WFD is delivering in partnership with the FCDO. WFD have previously operated a framework for this service, which is due to expire on 31 March 2026. WFD are building on the learning from this framework to create an enhanced model of engagement with specialist expert partners who can support with WFD strategic objectives. Interested parties should note that the contractual delivery locations could be world wide, and this would be confirmed on a case-by-case basis for individual contracts, WFD are have engaged in pre-market engagement to seek interested service providers views on the establishment of a Dynamic Market (DM) which WFD may use from time to time for any opportunities that sit above a threshold value of £207,720 (this figure may change from time to time in alignment with the requirements of the Procurement Act 2023), and the establishment of a Preferred Supplier List (PSL) for any below threshold opportunities. As part of this exercise, WFD are in a position to request applications from interested service providers to be a part of a Dynamic Market, and part of a Preferred Supplier List that will run concurrently with the Dynamic Market. Service Providers will be able to elect to apply to one or both the Dynamic Market and the Preferred Supplier list. The Dynamic Market and Preferred Supplier List will operate across the following parts (lots): Lot 1 - Expertise in Political Economy Analysis and approaches Lot 2 - Expertise in Media Freedom and Media Development Lot 3 - Expertise in Rule of Law and Justice Sector Reform Lot 4 - Expertise in Public Sector Management Reform Lot 5 - Expertise in Conflict, Security and Stabilisation Lot 6 - Expertise in Environmental Democracy and Climate Governance / justice Lot 7 - Expertise in Monitoring Evaluation and Learning Lot 8 - Expertise in Facilitation, Training, Coaching, and Adult-learning Applicants should note that WFD reserve the right to amend these parts as may be required from time-to-time throughout the lifecycle of the DM/PSL. WFD are seeking initial applications from interest suppliers by close of 06 March 2026, in order to establish the DM/PSL for use from 01 April 2026, but welcome applications throughout the lifecycle of the procurement.

Lot Division

1 Expertise in Political Economy Analysis and approaches

Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries for/on political economy / context and sectoral analyses. This may include the following: - Conduct timely and responsive political economy / context and sectoral analyses, in line with FCDO's Guidance on Understanding political economy analysis, thinking, and working politically, and/or other methodological approaches, tools and frameworks, as and when appropriate. - Provide specialist technical advice and assistance on conducting political economy / context and sectoral analyses. This may include analysis of selected democratic governance issues, specific sectors, and/or broader PEAs of countries / contexts to identify and understand the political settlement and the main existing / emerging challenges and opportunities. Analysis and any accompanying recommendations / conclusions (as required) should be well-grounded to support Posts in applying and implementing these recommendations in their work. - Review / evaluate and/or quality assure the methodology and design of programmes.

2 Expertise in Media Freedom and Media Development

Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to media freedom and media development. This may include the following: - Conduct timely and responsive country assessments of the media landscape and/or a media development. - Provide impartial and impactful technical advice and recommendations to promote / support media freedom and media development. - Review and/or quality assure the design and/or development of media freedom and media development programmes / initiatives / activities.

3 Expertise in Rule of Law and Justice Sector Reform

Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to the rule of law, constitutional law, and/or justice sector reform. This may include the following: - Conduct timely and responsive country assessments / analyses of the legislative landscape and/or specific bills, legislation, or Constitutions as they may relate to a specific topic/issue of interest. - Provide impartial and impactful technical advice and recommendations as they relate to the rule of law, constitutional law, and/or justice sector reform. - Review and/or quality assure the design and/or development of rule of law and justice sector reform focused/related programmes / initiatives / activities.

4 Expertise in Public Sector Management Reform

Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to Public Sector Management Reform. This may include expertise in/on the following: - Centre of Government - Governance, accountability, ethics, and risk management - Strategy and policy reform - Organisational change management and stakeholder engagement - Process and service delivery - Government procurement - Planning - Measuring performance - Civil service reform and Human Resource Management - Public financial management and economic governance - Digitalisation and E-Government

5 Expertise in Conflict, Security and Stabilisation

Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to Conflict, Security and Stabilisation. This may include the following: - Conduct rigorous political economy and conflict analyses to understand drivers of instability, power dynamics, and stakeholder interests. - Assess security risks, institutional capacity, and community resilience to inform prioritisation and programme design. - Produce actionable insights that support evidence-based decision making for governments, donors, and implementing partners. - Integrate gender, social inclusion, and human rights considerations into all assessments. - Develop stabilisation frameworks that align with national priorities, international norms, and local realities. - Support the strengthening of accountable, transparent, and effective security institutions, including police, defence, and justice actors. - Facilitate reviews of programmes / interventions, organisational structures, mandates, and performance to identify reform opportunities. - Provide technical assistance on policy development, oversight mechanisms, and professional standards. - Provide technical advice to strengthen community-based mechanisms for conflict resolution, early warning, and violence prevention, and support local peacebuilding initiatives that address grievances, reduce tensions, and build trust. - Provide technical advice to assist with coordination, planning, and implementation of emergency stabilisation measures. - Offer advisory support on risk management, scenario planning, and operational decision making.

6 Expertise in Environmental Democracy and Climate Governance / justice

Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to Expertise in Environmental Democracy and Climate Governance / justice. This may include expertise in/on the following: - Climate Governance - Biodiversity and Conservation - Water governance - Land and Forest Governance - Pollution and Waste Management - Energy Governance - Oceans and Fisheries Governance - Urban Environmental Governance - Agriculture and Food Systems - Disaster Risk Reduction and Resilience - Environmental Health - Corporate and Market Governance - Access to Information and/or Access to Justice - Environmental Rights and International Frameworks

7 Expertise in Monitoring Evaluation and Learning

Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to Monitoring Evaluation and Learning. This may include the following: - Develop / design tailored MEL frameworks, methodologies, and/or logic models that align with programme objectives, theory of change, and donor or government requirements. - Define outcomes, indicators, data sources, baselines, and targets that enable meaningful measurement of progress and impact. - Establish data collection systems that capture timely, reliable, and context appropriate information. - Support partners and delivery teams to collect, validate, and analyse data consistently and ethically. - Design and conduct formative, mid-term, and summative evaluations using mixed methods approaches. - Facilitate structured learning processes such as after-action reviews, learning workshops, and reflective practice sessions. - Develop knowledge products-toolkits, case studies, guidance notes-that strengthen institutional memory. - Conduct data quality assessments to strengthen accuracy, reliability, and integrity of evidence. - Provide advisory support that promotes inclusive MEL practices that reflect diverse perspectives and avoid reinforcing bias. - Review and evaluate portfolios / programmes / activities / interventions assessing the relevance, effectiveness, efficiency, impact, and sustainability of interventions.

Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries by providing skills and expertise in Facilitation, Training, Coaching, and Adult-learning. This may include the following: - Design and lead structured sessions / workshops / activities, online, in-person and/or hybrid, which enable productive dialogue, collaborative problem solving and analysis, and clear decision making, and in line with the desired objectives of the session/enquiry. - Create inclusive environments where all participants can contribute meaningfully, regardless of role or experience. - Use evidence-based facilitation methods and tools such as guided discussion, appreciative inquiry, and structured reflection. - Manage group dynamics, maintain focus on objectives, and ensure outcomes are captured and translated into actionable next steps. - Develop / design trainings and learning experiences tailored to adult learners, grounded in principles such as relevance, autonomy, and experiential engagement. - Produce high quality learning materials, including session plans, toolkits, digital resources, and reflective exercises. - Deliver workshops, masterclasses, and interactive sessions using a blend of instructional techniques to suit diverse learning styles. - Design / provide tailored coaching approaches adapted to organisational context, individual needs, and desired outcomes. - Support organisations / processes in building internal capability by modelling effective learning practices and providing tools for ongoing development.
