Legal Justification
NHS Golden Jubilee Board is publishing this VEAT Notice for transparency on our intention to make a direct award to Roche Diagnostics against the NHS Supply Chain Framework - 2023/S 000-028831 Laboratory Diagnostics, Point of Care Testing and Pathology Managed Services. Roche Diagnostics proactive climate-change mitigation programme has resulted in a three-month reduction to the existing ten-year contract, creating unavoidable time constraints that require rapid implementation. While the new equipment will require validation, appointing an alternative supplier would introduce additional complexity through interface development, system alignment, staff retraining, and extended implementation timelines, increasing the risk of service disruption. Roche Diagnostics are the supplier of the current laboratory middleware (implemented 3 years ago) and the water system supplying the analysers which are integrated within the existing laboratory infrastructure. Replacement of these additional items will not align with the current timeframe. To add further complexity the laboratory are currently implementing a new Laboratory IT system and the testing of the new system has involved communication between analyser interfaces and middleware. The system is expected to go live end of April 2026 and award of this contract to a new supplier would require mapping all of our tests through a different middleware which would also extend an already tight timeline. The current service contingency arrangement for reagent shortages is with NHS Lanarkshire, which utilises Roche platforms; selecting a non-Roche supplier would therefore compromise contingency resilience and require additional contingency planning and validation. A direct award to Roche Diagnostics represents the lowest-risk and most time-efficient option to ensure continuity, regulatory compliance, and the accurate and safe delivery of the future biochemistry service, while supporting organisational sustainability and value objectives.
