Description

Queen's has a requirement for an experienced Supplier(s) to provide a comprehensive waste management services to various locations across the University campus. The services to be delivered under this Contract shall be provided under four separate lots as follows: • Lot 1: Commercial Waste and Recycling Services • Lot 2: Confidential Waste and Non-Confidential Paper Waste • Lot 3: Chemical/Hazardous Waste • Lot 4: Clinical Waste Applicants are invited to tender for Lot 1, Lot 2, Lot 3 and Lot 4 or any combination of lots. Lots will be evaluated independently and Queen's reserves the right to award each Lot separately. The key objectives of the Contract (Lot 1, Lot 2, Lot 3 and Lot 4) are as follows: • Effectively manage waste according to the principles of the Waste Hierarchy, supporting and aligning with the development of a circular approach to resource management. • Provide optimum, consistent service levels and ongoing value for money throughout the contract. • Provision of external bins/skips (with Queen's specific signage, as required). • Provision of regular management information, consolidated invoices and transfer notes. • Ongoing prevention of waste, increase in recycling rates and working towards zero waste to landfill. • Ensuring compliance with all relevant legislation and best practice.

Lot Division

1 Provision of Waste Management Services Lot 1: Commercial Waste and Recycling Services

Management of Waste Management Services for Commercial Waste and Recycling Waste. Queen's offers a four-stream waste operation with dedicated internal bins for general waste, metal cans and tins, paper and plastic bottles. In addition, some of these locations also have dedicated internal bins for glass (bottles and jars) and food waste. As a result, Queen's requires external bins for the separate collection of general waste, dry mixed recyclables, food and glass. Queen's has approximately 60 external bin collection points across the University campus.

2 Provision of Waste Management Services Lot 2: Confidential Waste and Non-Confidential Paper Waste

Suppliers will be required to provide a combined pick up service for both confidential and non-confidential paper from collection points across the Queen's Campus. There are currently 80 centralised collection points. The majority of these collection points are within a one-mile radius of the main Queen's campus; however, collection will be required from outlying locations including four sites at the Royal Victoria Hospital and ECIT in the Belfast Titanic Quarter.

3 Provision of Waste Management Services Lot 3: Chemical/Hazardous Waste

The Supplier will provide a comprehensive service for the collection, appropriate transportation and disposal of chemical / hazardous waste in accordance with all relevant and current statutory requirements. The Supplier shall be responsible for the collection of the waste from specified stores including the provision of suitable waste receptacles (where required), packing into transport containers as required, loading the containers on to the collection vehicle and transporting the waste to the disposal facility. Queen's currently has approximately eleven chemical waste collection points with the majority of collection locations within a one mile radius of the main Queen's Lanyon building. Suppliers should note that there is also a collection point at the Royal Victoria Hospital site.

4 Provision of Waste Management Services Lot 4 : Clinical Waste

The Supplier shall be responsible for the collection of the waste from the specified stores including packing into transport containers as required, loading the containers on to the collection vehicle and transporting the waste to the disposal facility. There should be no compaction or volume reduction of the untreated waste. One consignment to be collected per four week intervals from each of the stores as above (estimated 12 consignments per year).
