Legal Justification
The contract was awarded through a direct award without competition. At the time of the requirement in January 2025, the organisation required specialist consultancy support to progress urgent Estates and Facilities process development activity. Due to immediate operational need, the work needed to commence without delay and there was insufficient time to undertake a competitive procurement process. The contracting authority therefore proceeded directly to appoint a supplier capable of commencing work immediately in order to meet internal deadlines and support critical Estates‑related programme activity. The award was made under the governance arrangements in place at the time. This notice is published retrospectively to ensure transparency regarding the award and aggregated expenditure. It does not constitute the commencement of a new procurement procedure.
